COCL stands for Compliance Officer/Community Liaison and the COCL publishes a quarterly report evaluating how well the Portland Police Bureau is doing towards the 2012 Department of Justice lawsuit against the city of Portland for excessive use of force and other areas needing addressed to make policing more equitable and less deadly.
The latest quarterly draft is here and it is dense- 149 pages. But we encourage you to take a read through. The things to look for is any section that is yellow or red. This means there’s still work to do and/or the city/PPB are out of compliance entirely. Currently there are no red sections. But it is critical that we all get involved as community and offer input- and this is what PCCEP is for. It’s your connection to provide direct feedback to the city and mayor’s office and ask questions to the representatives that attend from the mayor’s office, the department of justice, the Portland police bureau and the COCL representatives.
You can also submit feedback at any time to PCCEP and we highly encourage you to subscribe to their emails and make time to attend meetings. There will be many opportunities to get more engaged and advocate for more equitable policing in Portland.
